Compliance and Integrity Answer Different Questions

Legal compliance and integrity are related.

They are not identical.

The source uses U.S. federal taxes as its example and describes the tax system as a rule of the game.

One factual correction matters.

The IRS describes the U.S. system as relying on voluntary compliance, but filing and payment obligations are legally enforceable where the law requires them. 'Voluntary' does not mean optional.

That establishes the compliance question.

What does the law require?

Integrity can ask something additional.

What commitments, standards, and accountabilities do I claim to honor even where enforcement is not the immediate issue?

A person can comply grudgingly.

A person can comply for fear of penalties.

A person can comply because they accept membership in a legal system whose rules include obligations they would not have chosen individually.

Those motivations are not the same.

Law establishes enforceable standards.

Integrity concerns the relationship we have to commitments and standards we recognize as ours.

The two can overlap strongly.

They should not be collapsed.

Legal obligation answers what must be done.

Integrity asks how we stand in relation to what we say we are committed to.
